§163.387
Community Redevelopment Trust Funds
Ch. 163, Part III
Governs the tax-increment trust fund that finances a CRA — how money flows in, what it may be spent on, and the agency's budget and reporting duties.
Why it matters in Eatonville
The controlling authority for nearly every dollar TOECRA collects and spends. Subsection (6)(c) lists the only authorized uses of trust-fund money; (6)(b) requires the annual budget be filed with the County.

§163.357
Governing Body of the CRA

§163.380
Disposal of Property in a Community Redevelopment Area
Ch. 163, Part III
Sets the rules for selling, leasing, or keeping land acquired for redevelopment: uses must follow the redevelopment plan, value is set in the public interest, a sale below fair value needs a noticed public hearing, and 30 days' published notice inviting proposals comes first.
Why it matters in Eatonville
The rule behind the CRA's buy-build-sell housing program. The power is granted to 'any county, municipality, or community redevelopment agency' alike, so it is not one the Town lacks on its own.

§163.3755
Termination of Community Redevelopment Agencies
Ch. 163, Part III
A CRA that existed on October 1, 2019 ends on its charter's expiration date or September 30, 2039, whichever is earlier, unless the governing body that created it approves continuing by majority vote. A CRA with bonds maturing later stays in existence until they mature.
Why it matters in Eatonville
The state-law side of the 2027 sunset question. Eatonville's delegation from Orange County carries its own January 1, 2027 end date unless the County Commission approves otherwise. The section does not say what becomes of an agency's property or programs when it ends.
